The utility guidance below has a stated service scope; a postal label does not identify the supplier for every property.
A backup while no water is being used needs a City report
Tacoma's Wastewater Resources guidance draws a useful distinction: slow drainage or a suspected side-sewer blockage calls for a private service assessment, while sewage entering the home when no water is being used should be reported immediately to City Sewer Transmission. The City can inspect the public system; its report does not by itself identify every private-line fault.
If a private clearing attempt does not resolve the problem, Tacoma advises contacting Sewer Transmission before spending more on the sewer. Record when the backup occurred and whether fixtures or appliances were discharging at that time. Do not run water simply to recreate an active sewage overflow.

Locate the line before comparing repair methods
Tacoma Permits explains that the owner's side-sewer responsibility runs from the building to the City main. The City maintains the main and its tees, wyes, and risers. A fault beneath the street therefore cannot be assigned solely by looking at the property line.
Before agreeing to a major repair, ask for the problem's location, inspection findings, access point, and proposed repair limits. Tacoma has permit records for some properties, but not a complete record for every home. Existing plans, available permit records, and a site investigation can be used together; a drawing alone is not a condition assessment.
- Ask whether the inspection reached the main connection or stopped at an obstruction.
- Request a distinction between the diagnosed defect and any pipe the contractor recommends replacing as a precaution.
- Keep the recording and written scope so competing estimates address the same segment.

Street access and restoration belong in the written scope
Tacoma’s published side-sewer guidance describes permit and contractor requirements for repair, replacement, and work in the City right-of-way. Confirm the current requirements, permit responsibility, and contractor authorization with Tacoma for the actual project before scheduling excavation.
Ask the estimate to identify any pavement, sidewalk, driveway, retaining-wall, or landscape restoration that is included. A pipe repair price without its access and restoration boundaries can be difficult to compare. Have the contractor explain whether the plan changes if inspection finds the defect at a City-owned connection.

Use Tacoma Water's account history for unexplained consumption
For Tacoma Water customers, MyAccount can show daily and hourly water use. TPU says a new pattern that never falls to zero may indicate a leak, and residential customers can enroll in leak notifications. That information is useful for a running toilet, valve leak, or supply-line investigation; it is not a sewer-camera result.
Before requesting hidden-leak work, note when continuous use began and whether automatic watering or appliances were operating. Share the pattern with the plumber and compare it with the visible symptoms. A notification is a reason to investigate, not proof of a particular failed pipe.

Tacoma coverage in the current list
The coverage source groups 35 ZIP codes under Tacoma, WA. Compare this complete list with the ZIP on the service address, then call to confirm the property, work requested, and scheduling.
These are postal coverage labels, not a municipal boundary map or proof that one utility serves every listed address. Read how the coverage list works.
Questions for a property-specific repair quote
A useful quote identifies the affected part of the system and the complete work. Use the local distinctions in this guide when asking these questions.
| Issue | Local decision to clarify | Ask about the scope |
|---|---|---|
| Unresolved backup after clearing | Tacoma advises a City-system check before further private spending when the problem remains unresolved. | Has Sewer Transmission been contacted, and what did its investigation find? |
| Main connection versus private side sewer | The failed component determines which scope belongs to the owner and which may require City involvement. | Show the diagnosed location and the exact repair limits. |
| Right-of-way excavation | Permit responsibility, contractor qualification, traffic/access needs, and surface restoration can change the project scope. | Which approvals and restoration items are included in this estimate? |
| Continuous metered use | TPU hourly history can help narrow when a water leak started; it does not diagnose a drain fault. | What tests will distinguish fixture leakage from an underground supply-line leak? |

Tacoma plumbing questions
Does Tacoma repair a side sewer simply because it lies under the street?
Location beneath a street is not enough to decide. Tacoma assigns the private side sewer to the owner up to the main, while the City maintains the main and its connection components. Ask the contractor and City to identify the actual failed component.
Can old permit records replace an inspection?
No. Tacoma's records can help locate a permitted line, but the City notes that records do not exist for every property. They do not establish the pipe's present condition or prove that a proposed repair reaches the diagnosed defect.
Should a water-use alert lead straight to sewer replacement?
No. TPU's use history concerns water passing through the meter. A sewer problem concerns wastewater leaving the building. Explain both symptoms if they occur together, but have the relevant system investigated before authorizing replacement.
