Public right-of-way wastewater laterals, rainwater entry, and safe EWEB water isolation

Eugene's public right-of-way lateral ownership makes the fault's location especially important. A wastewater problem, a rainwater connection, and an EWEB drinking-water interruption need different checks before a private plumbing repair is chosen.
